‘CONSULTATIONS’
EMPLOYERS TO SUBMIT COMMENTARY
Dear employer
As NEASA suspected, the ‘consultations’ being held by the Department of Employment and Labour (DoEL) regarding the proposed sectoral numerical employment equity targets, are not providing a proper opportunity for meaningful stakeholder engagement. The various sectors are presented with what the DoEL has already decided their targets will be, and thereafter only a few attendees are awarded an opportunity to pose questions, due to time constraints.
During the consultations held on 11 and 12 February 2025, attendees were informed that they will be allowed to make further submissions and submit further questions regarding the targets until 21 February 2025. This is extremely unreasonable, especially taking into consideration that stakeholders were provided with the proposed targets the evening prior to the consultation, or not at all.
However irrational this may be, NEASA still urges employers to utilise this opportunity and voice their concerns by sending their submissions and questions to the DoEL designated email addresses of tsholofelo.ndlovu@labour.gov.za, masilo.lefika@labour.gov.za, innocent.makwarela@labour.gov.za and merriam.madupo@labour.gov.za.
This will aid possible legal action as it may indicate that the DoEL did not take note of any submissions from stakeholders but simply performed a tick-box exercise.
We will keep employers updated on the developments in this regard – all employers are also urged to participate in the NEASA survey sent out daily.
